100W or 150W HPS in a 2' x 1' cabinet?? pleae help

For 2 plants..
Will be colled with 2 high rpm&cfm 120mm fans (one directly on the bulb) and 1 for exhaust.
Tried with 200W cfl (8 x 25W actual) and it did not make them "fat"...:roll:
