250w hps on 5 seedlings???????

hi RIU I have been having trouble with my 250w cfl's, 4 out of 8 of the elements on both bulbs are not working, I'm wondering if it may have been damp up In my loft and from not being used part of the ballast may have broke!

This has got me worried about my 250w hps kit up there, what I want to know is if anyone thinks I can use the hps on the seedlings, I can have it up to 25 inches above the seedlings. Would it still be a to strong light from that distance???

Would it b ok or is it a definate no.

25" should be safe, hold your hand right above the plants to feel how much radiant heat there is, as long as its not too hot your good
