A little small for 3weeks i would say but there looking healthy!
What lighting are you using and cycle? I'd let them grow a few more weeks before taking cuttings too.
They can triple in height when you flower, so take the height of your area and devide by 3 and thats when you want to flower.

Lighting is 24/7, its bag seed but im only using CFLs 7 atm, probably 8-12 for flower unless i get my HPS setup by then
