9 week old plant looks like 3 days old.

So I planted a G13 Labs Auto ak47 strain back in August, I noticed a while ago,but just got around to trying search for problems. It has stopped growing bigger but still produces leaves fine. Hell, its even got trichomes on it. I've been having it at about 20/4 but I've tried different times such as 18/6 24/0 Nothing seems to work. I use 2 cool white 100 watt equivalents CFLS only a few inches away, maintaining about 80 degrees F. But I've used even 300 watt equivalents. I even went all out and used 6 100 watt equivalents and 2 300 watt equivalents, nothing. I also planted another seed of the same kind a while back, this time I used a solo cup instead of going straight in the bucket. Did the same thing. I use distilled water also. I just never seen anything like this. Sorry for the shitty pic just to show that's how small it is. I should have harvested a few weeks ago haha. Please help, Thanks ahead.

Sometimes it aint worth seeking the cure, just bin it and start again. 9 weeks is loooooong time.

the roots are doing the growing now. what is the soil. no mention of additives of water scheduled.
light is not your prob unless it is to close but even then you should get upward growth.

time to let it go.

wow im shocked! I have never seen a seeedling hang like that for even two weeks let alone 9 whoa, how about this keep her just outa curiosity to see what happens and start some more!

Roots are not moving out for whatever reason.

Repot into very small cup - about the width of the plant canopy. Then - water it only when it feels almost like air. No nutes. Give it a week or two of very little handling. Then snap pictures and let's see what you've got.

seems paralyzed/stunted. stop switching things up so often and make sure you have the right bulbs for veg and flower.
