a problem, can someone help.

Hey guys, I got a problem with a plant as shown in the picture. it's light green (it's been pale for a while but not getting worse), slow growing, and now the edges and tips are getting brown and are curling, plus a few brownish spots.

can you guys tell me what you think it is? I've looked it up, but I want to know what you guys think.

the plant is 4 weeks old, I use bottled water with a PH of 7, haven't given it any nutes yet (was planning on it, but want to know what this is first). I used commercial potting soil, the PH of the soil(says on the bag 6-7), i tried to measure it, it's about 6.4 or so.
I'm using a 400 watt MH, placed about 26 inches from the tops. i lot of air circulation/ventilation with 2 fans. The temps at the top of the plant is 23-27 C (73-80 F) I water when the soil is fairly dry about an inch or two deep. the humidity is a little low, but i have a humidifier in there which helps a bit. (don't have a way to measure humidity, but will soon)

what do you guys think? any ideas would be appreciated.

I wouldn't worry too much it looks fine. Cannabis likes Ph about 6.2. Don't give it ph 7 water try and get it down abit. Other than that they look good

Your soil is pre-fertilized? If so thats why your leaf is burning.

The curling could be heat or water stress.
