aphids already??

Hello,are these aphids already??plants are not even a foot high yet,I'm outside in 25 g with happy frog I mixed in with some last years soil.I hit it with dr zimes twice so we will see I guess,2cnd grow,thanks?????

Probably, they were on my roses a couple weeks ago, neem oil works late in the day.
