Are 26 watts/ 1800 lumens good enough to get through the vegetative stage?

Well depends on how many plants you are wanting to do and are you asking if 1 26 watt bulb is enough for the entire veg cycle?

this flashlight is 2000 lumen



do you think it will be able to veg my plants if i get it real close ?

The biggest problem s are

1. what kelvin is it? Most led flash lights are cool white- not enough reds

2. Foot Print- In the dark aim it down on the floor to see whether it is wide enough. Keep in mind, scattered light is useless to the plants.

You would be better off (and get better coverage) by a simple diy. See my vanity bar in the picture. I employ Y adapters to double up on low watt screw bulb leds

Not only is this excellent for vegging, but as supplemental light during flower. I plan to make several of these (some on wooden rails, others on vanity rails), and simply replace veg spectrums with flower spectrums.

So, you will get much better coverage + better spectral balance, over a much bigger area
