Do the cups have drainage holes? And yes, it looks like it's time to transplant. Be sure to use a container with drainage holes next time you start seedlings.

That one hole as a "drainage" is your main problem! Your plants are in moister stress, also there is a nute burn, and it looks like you've been spraying your leafs with the fertilizer solution, and I think Ph level was not been properly regulated. Anyway just make at least 6 more holes, than flush your plants with water (Ph 6.6 - 7, if using tap water it has to be oxidized), collect runoff and check Ph level and PPM, Do it that way until your runoff water is at Ph around 7 and PPM below 200. Once you get to this results, transplant your plants to bigger pots. Than make solution of formulex nutrients use only 1/2 of recommended dose, if you haven't got any formulex nutrients, use your fertilizes but only at 1/4 of recommended amount.
Water always this way (flush before fertilize) only when pots are light on lift, normally is once a week depending on the size of plant.
I would always start with 1/4 recommended dose of any nutrients and slowly raise the amount (week 1 = 1/4, week 2 = 1/3 and so on).
Start with 1/4 every time you change the feeding stage (grow, bloom, boost)
Do not splash or spray any fertilizer solutions on the leafs. (mist them with oxidized water once or twice a day) or you can buy mist solution

Hope that helps

Lack of drainage is not helping but your soil is far to wet anyway, the soil needs to be moist but not wet, you will promote stem rot with soil like this along with the roots drowning. Dry you soil out as priority, I would not feed yet as the plant will not take it up and if your soil is okay they wont need feeding, just drying out. In fact i would transplant now into a dryer medium.
