Are these seedlings? Clones?
What medium?
What are you using for NPK?
Do you PH?

Pictures provide a visual. We need information to help you figure out the problem.
Without any information and just pictures it appears to be pissed off possibly at the root zone. Stunted. Fried Roots? Over fed? Locked Out? Doesn't look like environment stress tbh. Maybe a picky seed (If its even from seed). How long have they been in those pots? How often do you water?

Too wet for too long with too little food.

I agree with too wet but not too little food. I think they've probably been fed too much. I'm going by the dark green leaves with dried up tips. I could be wrong. Without knowing how the plant was grown I'm just making a guess.

We'll need to find out more details. Until then how about a small wager? Loser does 100 push ups or eats a pound of Muktuk.

Lol. Just posted a trooper dispatch where a woman here assaulted a guy with a stick, a stereo and a piece of muktuk. But you might be right about the diet.
