az mmj legality question- cultivation

First off i am an az mmj cardholder authorized to cultivate. So the law in az states that a qualifying patient may cultivate mmj if they live over 25 miles from a dispensary. But right now the dispensaries have been put on hold until jan brewer can get "clarification" on the law that the PEOPLE voted in. Until then everyone no matter where you live are authorized to cultivate. My question is what happens when dispensaries open and one pops up within 25 miles of my house? I have about 3k invested in equipment as of now. Do they (the state) expect me to stop cultivating or will there be some kind of grandfater clause for people like myself?​
