I have Vossloh Schwabe Metal Halide & Sodium Ballasts 250w, it is extreme hot I can't even touch it for 1 sec... Is this normal? Or I need to look for new ballast?

Anything that is so hot you're concerned may well be a fire hazard. Possibly aim a fan right on it (musicians trick) and make sure it is where plenty of air can surround it at all times.
.......point a fan on it,easy as that!
