If it was me, I'd have my light on. You want the plant to know which way to grow, and that's toward the light. Hopefully you have some fluorescent lights or another light that isn't too intense. HID's are way more then needed for seedlings. An HID lights will more then likely fry them if they pop through the soil and are too close to the light.

Those are solid lights. They should work great for popping your beans! Not sure how high your lights are above the plant, but one of my go to moves it to place my hand at the top of the plant, or soil in your case with seeds, with the light on and see if you feel the heat from the bulb. If so, raise the light and check it with your hand again. Adjust accordingly. You don't want your light beaming down on your plants, especially your babies, if it's heating them up.
