Buds underdeveloped week 4. Do not know why?

room about 79° humidity is about 60% I'm at the end of week four of flower. I'm using CO2 I'm at about 1200 parts per million. The next gen light is about 2 ft above the plants that's where it needs to be so there is no burn. That light is rated at 2 lb I have a hlg scorpion Diablo that light is rated at 2 lb plus is about 6 to 12 in above the plants and I have a hlg 650r Diablo which is about 2 ft above the plants so not to burn and keep a nice spectrum. That light is recommended anywhere up to 36 in above the light. I follow the VDP as close as I can. I am using a 5x10 area in a 10x10 room. Ppms are about 1300. With my HPS lights my buds are usually huge by now. Under LEDs the buds look underdeveloped comparatively speaking. The plants in the middle are smaller because they were started much smaller. pH started at 5'8 at the beginning of flower switch to 61 beginning of week 5. When I mix the HPS in with the LEDs I get pretty good results. Whenever I go with LEDs all by themselves the results are not as good and the buds are never as big and I don't understand why I have top quality lights. ppfd. Is 900 to 1300. Does anybody have any ideas or suggestions? Should I be running my room hotter with LEDs?

With LEDs you want to keep lights closer to the plants for deeper light penetration. Are you running dimmers ? Crank it to 100% and clean up the canopy. Also for an area that size you may need stronger lights.

Too much nitrogen maybe?

Go to 29-31c, keep rh at 60-70.
Next time do more scrog type grows with less height as leds shine in spreading light.
Also cover your walls with reflective material as a lot of the principles leds follow, one key of them is light angles and shading avoidances
But the light source (each diode) is a weak one when you calculate each one, so they need to be rather close to canopy, and have a lot of places to reflect from and to.
