Building A Ballast

I have a 400 what hps ballast rebuild kit(everything you need to make it work). High Tech Garden Supply My only problem is the cord between the ballast and the socket is to short. It is only like a foot long. I just bought a ballast case and i was wondering if i can just connect the wires to this femal receptacle? Female Receptacle for SS Lamp Cord | I would of just bought it and tried it out but if you notice the female receptacle has 3 wires and the the cord from the ballast to the socket only has 2. Is that one extra on the female receptacle a ground wire? if that wont work what are some other options. could i just buy extra wire and lengthen it that way? if so what gage or type of wire should i buy?

i have seen people cut the wire directlly in half and take 1 extension cord and cut that in half as well. the wire the split ends together between the 4 ends and connect the male and female ends of the drop cord. make sure the one you get is one of proper gauge.
