So this is how I think it works. The Ca. State Assembly is equivalent to the United States House of Representatives, but on the state level. So if I'm right about this, than your district representatives will be voting on the bill. That means you, as a constituent can call them or write them and urge them to vote one way or another. Yes it does contradict federal laws, but so does Ca. medical marijuana law. Under the Bush administration medical marijuana facilities were subject to federal raids, jeopardizing the safety and health of the patients. Under Obama though, he has said that ending medical marijuana facility raids is now US policy as it is a waste of our resources. Even though it is against federal law, it is a bold statement by the people of Ca. Marijuana prohibition is a failed cause, people are going to smoke pot anyway so it only makes sense to regulate and tax it like we do alcohol and tobacco, especially with the economy the way it is. I hope it passes, that would be a giant step for federal decriminalization.
