They can but you won't be able to reveg them. They will go straight to flower if they are already mature or close to maturity when cut.
You'll end up with a few tiny stunted dicks of bud a few inches long, and a stunted mother.

Yes but they’ll be on the same genetic flowering schedule as the mother.
