You can start flowering whenever you want, although some people wait for alternating nodes which means the plant is sexually mature. Longer veg = more bud if you have the proper lighting. The plants will double or triple in size during flower, so make sure you have enough space.

What Vapemore said, and be careful if your still with your parents, couple of weeks into flower and they will start to stink.

if ones 12" and the other about 8" yeah defo, some strains get massive if done at 12". if grow space is real small you will probably find it best. if plants are a touch too small they can take a little longer to start flowering. if done by seed that is ! as cuttings are from a mature plant and can be flowered once rooted !
