can i use 4 100 w florescent lights

if they are true 100's, that would be more than enough. the thing is, i can bet you don't have 4 100w lights. you have 4 25 watt that are "equivalent" to a 100 watt light. you still only have 4 25-30 true watts though. should work to start with though.
depending on your box size, you want to shoot for at least 35-45 watts a sqft.
 
if youre talking about the small 100w equivalent CFLs and they are 6400K then yes theyll do a good job to start with.

Depends on the type of flouro you use. The T5 bulbs and CFLs are good to start with. The biggest CFL I have found is 300 W which is not a true 300, but I does the job. If you go with the CFLs, pack as many as you can into your grow space. Some guys say to use the 6500K for vegging and 2500K for flower, but you can mix them up if you want. Everyone has an opinion on what spectrum each stage should be done at. I say do what you want and document everything. See what works for you and sh#t can what doesn't. The stand shop light tubes may get your seeds to germinate, but I don't think they'll grow very well. Take a walk through Home Depot, Lowes or even walmart and just see what they have. You'd be suprised how much stuff you can use to make a cheap growroom.
