I have been doing a lot of research about plant deficiencies. Some say might be a Nitrogen problem some say might just be that the CFL's i use are not getting enough light to the bottom branches. I use 20 CFL's. They are 23W a piece.. I use a Fox Farm and Black Gold mixture all organic soil. The only ferts i give them is Fish Fertilizer which is 5-1-1. I gave it to them a week ago.. 2 table spoon mixed in 1 gal water. Not sure if they need more Nitrogen or just get more lighting to the lower branches... These are clones and they are 4 weeks into veg stage.... thank you in advance for all help..

I got the clones when they were a few weeks old.. On 4/20/2013 i transplanted them into bigger pots but i messed up and used miracle grow soil with nutes in it.. They were in there for about 2 weeks.. Then i went out and bought Fox Farm and Black Gold and mixed them together.. Every since i noticed they have been doing better.... But the bottoms still wont get better.. the bottoms have always looked that way.. After i put them in good soil i gave them some of that fish fertilizer.. It has only 5-1-1 in it.. So im sure they are lacking Nitrogen.. But i dont ant to over fertilize either though/... Lol so many choices.. Thanx for your help..

That makes sense. Once a leaf starts going yellow (and not from being new growth), it will never green up again. So if they looked like that before they will never look better.

Have you ever grown before? That's definitely not true. Yellow leaves can become green again. They just need the right balance of nutes. Now if they are yellow at the end of flower. That would be much harder. Most of the energy is to focused on buds. I've turned yellow to green a lot over the years.

Those bottom leaves wont get much better, they are the early clone leaves that have gone yellow and necrotic due to stress during cloning and the 2 weeks after cloning. Increase feeding a little and make sure the new growth isn't yellow.

BUDS right, those lower leaves are just old Clone Leaves and I wouldn't bother with them.. I will say for 4 weeks veg, there isn't much to look at, even though they are fairly healthy,, seems like your soil might be compacting and bringing their growth to a crawl (just my opinion on this one).. I would have said low lighting, but 20CFLs, should be plenty.

All day long for almost 1.5 years. Every yellow leaf I have seen on the bottom stays that way. Show me differently.

Really, you only need to google this.

5-1-1 is very high in N, but very low in K. You need something to boost K because I think you have a potassium deficiency.

In my opinion, the ideal veg NPK ratio is around 3-1-5, lots of potassium and nitrogen and calcium, but not much phosphate.
