Can Someone Tell Me The Spectrum

That's a low kevin bulb. 2700 for Flowering, the Red spectrum.Mostly for BLOOMING or FLOWERING.
Kelvin is a measure of temperature, as in 5100K or 2700K (this is the emitter temperature, not the actual temperature of the bulb itself), and it refers to the color of the bulb; 6500K being a blue light spectrum, and the 2700K being a red spectrum. Plants like a predominately blue spectrum during their vegetative growth and like red spectrum light during flowering. Together the 6500K and 2700K provide a dual, or complete spectrum, suitable for all plants during all phases of growth.

You'll need a High kevin bulb for Vegging.

To the eye, you want a warm white, which is sort of cloudy creamy colored. And you want a cool white, which is bluish white and called a cool white bulb. There are 5100 kevins available, or use a 6500 and a 2700 blend, called the dual spectrum.
Lowes adn Home Depot have a 65 watt cool white cfl fixture for outdoors but it requires special wiring. All of their other CFLs are like the ones you showed us. To use CFLS, you will ened both and you will need to buy them off of the internet or from a Hydro Store.
Do not be fooled by those GROW LIGHTs made for your mama's hosue plants.

The blue spectrum bulbs are in blue packaging, the red spectrum are in green packaging. Look for ones in blue then read the package to find where it says 6500K.
