can't make fog with distilled water

I am in the process of making a foggerponic cloner, but I have read that i should use distilled water to prevent calcium build up on the fogger. I tried dstilled water but my fogger won't work, when I put it in tap water it starts to produce fog. Can anyone explain to me why it doesn't work?
