ive made my own filter and have been looking at other peoples designs and ive noticed alot of people pulling air thru the filter instead of pushing, and some peps say its better or more effective to pull instead of pushing, and some say it doesnt really matter, and really just wanted some input on this subject any info is much appreciated.

I haven't seen an explanation why, but I would guess that the reason is that pulling air through a cylindrical carbon filter will reduce the gaps between the carbon bits as they tend to be pulled inwards into a more confined volume. Pushing air through would push the carbon outwards into a larger volume, meaning there are more gaps which odour can seep through without being filtered.

Never push, always pull.
Carbon filter, then thru the cool tube ( if you use one ) then thru the inline exhaust fan into an environment ( inside or outside ).
