i have two 4ft cool white fluorescent lights on one plant how close should i have my plant and are fluorescents a good choice plus she is flowering?

if its to hot for your hand to hot for the plant lower as low as it can go

is a fan needed?

if you can, put your plant in the corner of a room, and have the fluoros against the wall in a diagonal position, then turn your plant halfway each day.. as fan isnt really needed if you are already flowering.. I only use a fan to strengthen my main stem.. Also, if those two fluoros are the only thing you have, then do what I said.. It wont get much light if its hanging above the plant.. it will get almost all of the light if you do it the way i recommended..
