Cola leaves curling down and really thin

Hello everyone.
This right here is my very first plant, and as you can see, the whole cola is getting pretty funky.

Medium: Substrate + Perlite + Vermiculite
Lights: 3 x 30 watts CFLs per plant
Feeding: Plagron Algae Bloom (Once every 15 days)
Temp: Don't know, doesn't feel very hot tho, also we're comming out of winter into a pretty cold spring

I've been told this is definetly a light issue, but my other plant seems to be doing fine (Pic attached)

First grow of any kind ever, very low budget so i won't get an HPS in a while. Please be gentle. Thanks.

That's a sativa dominant plant. Your in for 15 weeks of flower. This plant is just getting started. BUT... your Nitrogen levels are way way to high. Note the claw like leaf blades that hook downward. It will slow down flowering and flower size and development will suffer. Flush the soil amount with 5x's the amount of water with bloom fertilizer. 1/2 strength. This will remove the majority of nitrogen within the soil and bring forth a more favorable diet for flowering. The light has little to do with your problem, the plant will still flower but your yield will be on the shy side. Plants need light just as much as food and water. The more light they have the more food they need and they bigger they get. I'd cut your fertilizer doses in half.

So i just flush and then give her half dose fertilizer right after? Got it, thanks man.

No you flush her with the 1/2 strength.
A weak fertilizer solution actually grabs more cations and anion and lowers your ppm quicker than pure water.
I would not do that!! U risking on burning your plant. Just flush with 2x times the amount of soil with pure ph water. Example 5 gal= use 10 gal of water. Then in the last gal mix a 1/2 strength bloom nuts. Just to be in the save side. Less always is more!!! Good luck!!!
