Gov. Bill Ritter Jr. signed two bills into law on Monday intended to increase oversight of Colorados medical marijuana industry. Under new regulations in the bills, municipalities can ban marijuana dispensaries. Doctors must also conduct a physical exam of any patient they prescribe marijuana to and are prohibited from having a financial relationship with a marijuana dispensary. The companion measures I signed today strike a delicate balance between protecting public safety and respecting the will of the voters, said Mr. Ritter.
