Coop question for people with licenses

it would be greatly appreciated if someone could answer this question.

if i am a licensed patient and can legally grow. how can i start a legal co op? are people allowed to do that on their own legally, do you have to combine "prescriptions"..etc. thank you in advance.

first step would be to have a registered non profit with the state. then I woul dtalk to a lawyer and some other co ops
