you can flower whenever you like.there is no set in stone time or size, the plants will double or triple in size during flowring so make sure you have the space and the light needed good luck

you could, but why? you wont get a hole lot off each one, plus, if you have the room, let the grow.
how much room do you have?

That would be the only reason that I would flower that small is if I didn't have the head room. If you got the room let em veg a while and get bigger yields.
