Looks like a nice set for the money, I prefer more of a name brand ballast though, not because I'm a douche bag but because I always have this fear of a fire in the back of my head and I'm never too confident with products I don't know.
Did you check craigslist? If you are in Cali there are always people dumping out their grow equipment pretty cheap and most of the time you can shoot them an offer and make it a bit cheaper. Also ebay is pretty good, I picked up a new Global Greenhouse 600 for $78 with shipping, also picked up my 6" fan for $55. There are tons of grow equipment deals but if you can I would try and go used, I'm constantly buying new equipment and for things like reflectors, fans, CO2 systems and tents Craigslist is the way to go, I'll always use a new ballast (mostly due to fear/warranty) but for the other items if they are used it really makes no difference.
