Cut out low lying?

I have this pretty nice plant going. First time for possible success. Someone else told me to cut out these low lying buds/growth. The image below is my plant with a red line by another poster. I have questions.
Is it ok to do at this stage, or too late?
Should I just cut out what is not getting much light?
Any comments on how to go forward with this? It seems like a good idea so the rest of the plant gets extra umphhhh!

Trim it up. Next grow consider some training.
