If it is to stop pest just sprinkle it on top of soil and around pots
It cuts the shell of insects causing death

Sprinkle around your plants I converted a contact lens cleaner bottle to apply dry powder to the plant and leafs the last bag I bought had a nifty accordion looking applicator that does a much better job and more even coverage on the leafs

Hillbill also sprinkles DE around where the frame meets tent floor. Seems that sprinkling first inch or two of stems is helpful. Some of the most useful stuff to have around.

You want to sprinkle not cover. A mid range dusting will be fine. No I don't have an exact application rate. A puffer, like someone previously mentioned, is your best application method. Maybe an old cleaned out baby powder jar? Go for coverage similar to a beignet's powdered/ confectioner's sugar. Be sure to wear a mask. Diatomaceous earth will kill insects, but it can do a number on your lungs as well, be cautious.
