Digital ballast problem?

Hi, just setup my lighting and I have just bought a new 600w adjusta watt digital ballast. This I believe can power anything from 250w - 600w.
I have a 250w hps lamp. When I turn the power on all I seem to get is a little flash of light from the little bar in the middle of the bulb and then nothing. Anyone got any ideas?

It has the option of 250,400 and 600w functions. I have it on 250w with a 250w phillips HPS bulb. I have rang the supplier and they tell me that it's a 600w ballast so requires a 600w bulb with the purpose of dimming it down to the desired wattage, is this correct???
