If your asking on a forum that makes you look like you will never open one, get a laywer lots of cash, and a city that allows it.

Expect to get into the six figure range to get one open, for the building cost/rent, legal fees, licenses, security/employees, insurance, and many many more..

The above is my sentiment really. If you're haing to ask here, you're not ready. If you have the money you'd just get a lawyer, get things rolling and then open it already.
