Do I have a fungus gnat infestation?

Hey everyone I’m having a hard time figuring out exactly what I’m battling in the grow room. At first I thought they were thrips but I’m noticing that after foliar IPM, the bugs are mostly on the coco now.

They look like fungus gnats but also look like aphids…. What are your thoughts and if you have any tips on getting rid of them I’d appreciate the helps. Thank you.

Indoor or outdoor? All coco like dtw coco? Im sure youve seen what I do but just in case..

Wash the plants with insecticidal soap, clean/bleach your grow room, repeat...
