Do I water my coco when transplanting

Hey. When you transplant to Coco. Are you supposed to have the Coco watered already> transplant and that's it or just transplant into the dry Coco and then do your watering?
(Coco is already buffered and cleaned of Pete moss)
Just need to know if the Coco should be wet when transplanting or dry and then do the usual feeding after?

I transplant into dry coco and then feed after the plant is in place.
