Does my 2 week old plant look healthy?

Please help fellow growers! My OG Kush strain has been on the soil for 13 days now. the first set of true leaves grew in healthy and fast. But its been about a week since my first set grew in and Im not seeing signs of a 2nd set. It is currently directly under 3 23 Watt CFLS. It looks healthy but as I stated I thought there would be a 2nd set of leaves by now. Do you guys think I should have it under a 400W MH by now and that is why it is not growing? Also, it is in a 1 gallon coffee container. Do you think it should be transported to a 3 gallon yet? Please give me advice guys, I really want my plant to survive! Attached are some pictures

It's stunted. You've been watering too much, in a pot like that it's going to take forever to dry. That's why people start small plants in small pots so the whole pot can be watered and the plant can use up the water around it without being smothered, the roots need to breath. You need to let the soil dry out then water lightly. If you're following the advise to water until there is runnoff then it doesn't apply in this case, only when they're in the right size of pot for their size.

You don't see much growth because you are using a big pot early instead of transplanting from small pots to bigger ones. When seedlings first go into dirt the plant's energy is directed to making roots to support the plant. Not until the roots fill the pot will you see the start of growth aboveground. If you plant first in a solo cup or 4-inch pot the plant will soon fill the cup with roots and start growing so you can see it. It may be tough now to TP into a smaller pot as you have much more roots than you need at this point. Leave her be and learn for next time. BigSteve.
