I have its usually the wonkier experiences not to say its stunted but in my words they can do weird things. Ive had stunted seedlings stay like that a little longer I forget as I run clones. Ive popped lots of seeds though before. Lets see how it turns out!

Im not an expect by all means so take my answer with a pinch of salt, but the thing that popped into my head was >

Are you growing this under the same light as the plant in the background? If so you could find that the DLI for the seedling is too high and its getting stunted.

Find the DLI for the strain you are growing and Download the "Photone" app if you haven't got it already and give it a check. https://growlightmeter.com/ (its free to use)

I want to ask anybody has anyone ever seen a seedling do this it's bending over the lights above it it shouldn't be bending that way anybody have an idea what the problem is thanks for all your help

She's tiny yet so I wouldn't worry too much once she's not drooping. If she starts to stretch then adust your light and you can give her a toothpick support, then bury her a bit deeper once the true leaves come in.
