EASTVALE: City to register landlords in fight against marijuana houses

Eastvale is asking all landlords, property management firms and real estate agents who manage rentals to enroll in the city’s business registry.

The push to get everyone associated with rental properties into Eastvale’s business registry is the city’s latest tactic to get a handle on the proliferation of marijuana grow houses in residential neighborhoods of the affluent northwest Riverside County city.

As of Monday, July 8, 21 Eastvale-area homes which were transformed into marijuana grow houses had been busted this year by the Riverside County Sheriff’s Department, which also serves as the Eastvale Police Department.

Eastvale City Attorney John Cavanaugh said Tuesday, July 9, that in August he plans to introduce a rental inspection ordinance that would require landlords and property managers to conduct inspections to assure that properties are rented out appropriately and there is no illicit activity by tenants.

California Civil Code Section 1954

A landlord may enter the rental property only for certain specific reasons:

-In the case of an emergency such as a fire or broken water pipe

-To make necessary or agreed repairs or alterations or supply necessary or agreed services

-To exhibit the premises to prospective tenants or purchasers or contractors

-To make a “pre-departure” inspection when the current tenant is moving or to inspect smoke detectors, or a annual inspection in government funded housing

-When it is evident that the tenant has abandoned the premises

-Pursuant to a court order

A landlord must give 24 hours written notice to the tenant of his in tent to enter, and may only enter during normal business hours (generally, M-F, 8 am to 5 pm). Notices must include date, approximate time, and purpose of entry. These limitations do not apply if:

-The tenant is present at the time of entry and agrees to waive the requirements, or

-The tenant and landlord agree orally to an entry to make repairs or supply services and the entry occurs within 1 week of the agreement, or

-The landlord is responding to an emergency, or

-The tenant has abandoned the premises, or

-The tenant has been advised in writing within the last 120 days that the property is for sale. Then, the landlord or agent need only give 24 hours oral notice of the date and actual time of entry to show the property. Written evidence of the entry must be left inside the unit.

If a landlord has followed the applicable rules for entry, the tenant does not have a right to refuse entry, or to dictate the time of entry. Also, a landlord has a right to require that the tenant provide keys to the unit, in order to safeguard the right to enter. However, the landlord may not abuse the right to enter or use it to harass the tenant.

All of a sudden like... I wonder if someone who was getting paid off is now not getting paid off. Possibly some local Eastvale politician... Presumably these houses were operating for months, possibly years before being found out. Why so many all of a sudden?

Not only that but the whole mmj system seems to be falling apart lately around here. The attack on dispensaries...the grows in eastvale.

I wonder if the cities and counties have realized that they are not getting the tax revenue they thought they would.

How are the houses in eastvale part of the mmj system? If anything they deprive the city/state of tax revenue because it's almost certainly not going to a dispensary but either to black market in CA or more likely even out of state. Even for legal mmj grows, most landlords don't want them going on in their rental properties.

It's just that this whole eastvale fiasco has been a more recent thing...as far as the frequency of which they are finding and busting these things. And at the same time around here cities are banning dispensaries left and right. The whole mmj economy in riverside county is weird right now. I just think everything is taking leaps and bounds backwards here.

Yeah it's definitely taken a step back in some places with the dispensary shutdowns (and you know the delivery services will be the next target)

While it is a hit for the legit patients, (all 10 of them) this is a good thing for growers. Remember, it wasn't until there were dispensaries and quasi legality that prices went down. If we get lucky prices will skyrocket for a while before real legalization comes and prices go below a grand per elbow.

True mith...people need to bankroll while they can. I don't foresee legalization in California within the next 5 years though...so we've all got some time.

i don't see prices that low until national legalization when the big companies get in on it. Even if CA legalizes it, there's a good chance they'll do it like WA where the prices are so high due to taxes it's going to keep the black market in place anyway (and maybe defeat the purpose...) -- the more states that legalize it though the more likely that something nationally is done if not legalization then at least a compromise that the legal states can actually be legal without the feds rolling in at that point the big boys will get in to play... i just wish i'd taken it further when i first got into growing I would've had several years of $4800/lb+ those seem like dream days now.

I don't know man... I'm not businessman, and I don't know about things like that, but not long ago we were thinking that we'd never get this far and that 3K an elbow would be the floor.

I do know this though... dispensaries are closing. My patients that I personally supply are coming by more often and getting more. My old dealer friends have been reporting the same. We've been talking about raising our prices soon if this wave continues. If I could get 5 years at 4k an elbow I could semi-retire. But that's pretty much all I know.

I can still get 4k here most of the time... it depends on the person though those that are getting their supply from ca/co are a lot more price conscious than those that aren't you gotta know people though no dispensaries here to get rid of your extra supply to if you don't know people who want it

I can definitely see it getting pushed down once there's nothing stopping big companies from growing big fields... the quality isn't gonna be the same but not sure the market will care about that. Like you said no one saw prices getting quite this low but I can't see the prices for the premium top grade stuff getting pushed that low... but who knows companies have a way of making things very efficient if it means they can make a profit. It really is conflicting... on the one hand we all want legalization... on the other hand it's pretty easy to predict what kind of shit big business is gonna give us and you know they're going to try to squeeze all the little guys out with the help of their government minions' 'regulations.'

The city of Ventura passed a vote to ban delivery/dispensaries as well as growing in the city... I don't live there but that shit might filter to the next town where I do live

Someone in city of ventura needs to challenge the law up to the state supreme court... I don't think that can be constitutional to prevent citizens from accessing medical in any legal way other than driving to another city. It doesn't seem like outlawing growing of any kind would pass. They'd have to provide some kind of legal way for you to do it otherwise it's too restrictive of your state constitutional rights... at some point some grower in ventura is going to challenge it i'm sure and hopefully win.
