Explain to me the legalization bill you guys are voting on in Nov?

So if it passes you guys can have 1 ounce and/or 6 plants if you are 21 years old? What happens to the current medical system in place? Is anyone allowed to have more then 6 plants if you are properly licensed? Does it look like it is going to pass?
