FIRST GROW - Is 1 40 watt cfl good for 1 plant until it can be Transplanted?

ok, here's what I'm trying to do. I want to grow just 1 plant in a stealth grow op i have im my basement. it's a recycling bin lined with tinfoil under a 40 watt cfl (pics are posted below). there is no ventilation because it would be too loud, and im just usung multipurpose potting soil(will either of these things be a big problem?), this setup is just until i can transplant the plant into a ravine by me, and then plant a few clones in the ravine too in case it dies. i am just smoking amung friends, not selling, so it's quality over quantity (i dont smoke that much, 1 plant will last me more than a year). so can some pro's just give me some tips on how i can improve this setup?

From what I've been told 100w of CFL per square foot.

I'm not sure if i have 2 14W or 2 75W bulbs over mine, but still better than my incandesant desk lamp and the windowsil hehe

i know, i heard that too, but i mean just until the plant gets about a 3/4' tall, i assumed 100w of CFL per square foot was a calculation for like full grown 3ft plants
