First time dwc girls don't look happy

Yup, rockwool with cause a lack of o2 to the roots. Holds to much moisture.
I would try to cut away most of it and drop in some hydroton.

Yeah i'm not a fan of rockwool, for dwc, as thats what i grow. If I was going to use it I'd only use a small piece set/surrounded by hydroton, not a huge piece and not only rockwool as the medium as you are doing. I suggest using Rapid Rooters next time, set in Hydroton. As a fix for this current grow I would carefully cut down that rockwool as small as you can(watch to not cut roots) and fill net pot with hydroton to 1/2-1", set the cut down piece of rockwool in and then fill/surround the net pot with more hydroton.

check out my post where I had a health check on eight girls. I had rockwool cubes that were fucking gigantic and were staying soaked in the water. it almost killed them. but I have twice cut back the rockwool and set it higher in the net cup and they're now exploding with root growth.

Seems to me with DWC that one of the goals is to get the roots to the water as fast as possible, that's where the action happens. Once they hit the right water, they will explode. A rockwool cube that big is going to take forever to get the roots into the actual water. Until the roots are in the water, it's pretty much a top feed / flood & drainish system. A cube that large imo is going to absorb way too much moisture if it's sitting in those buckets with water in them. There is no reason to have any water in the buckets until the roots come out of the cube in mass to be honest. Should take them out, or empty the buckets so they can dry out a bit. Might also want to try a root booster to get them hopping. Good Luck!

just take them out of those Hugos you have em in and put the little guy in some hydroton. then top feed until roots drop.

Hugos are better for flood and drain.

Will this support larger plants w/o tipping? I run 4" RW blocks, but I run a pair of 2x4" stones per bucket, running 12 ports on an Alita 40, so I haven't had these probs.... yet.... Wouldn't mind losing the storage and expense of the blocks tho if its both better without, and un-needed...

Yeah no tippage, the root ball becomes so enormous and heavy that it kinda works as an anchor weight holding the plant down

Not a fan of rw cubes myself either. They are very unbalanced when it comes to stabilizing the ph. Also if you don't cover those rw cubes and I mean fast, you are going to start to grow mole real quick from the cubes being wet and absorbing light which is really going to cause all sorts of problems. If you're going to stick with the cubes cover them with some aluminum foil. I would also keep your water level below your net pot and just do some top feeding until your roots poke out from the bottom
