First time grow! Bugs or mold

Hello friends, first time grower here so go easy please, its been a long journey and have learned this is more challenging than Army bct lol.
Anyway, I noticed these leaves looking a little bubbly and burning (or eaten) off the edges.
Day temp: 77f
Night temp: 71f
Rh: 51%
Then I found some leaves have a white powder substance underneath. Please help me Obi-Wan, you're my only hope.

Can you post more pics of undersides of leaves? If you rub the white stuff, does it come off on your finger and/or smear around like a powder.

When I see white powder on leaves, I think of powdery mildew, but I always find it on the topside of the leaf before the bottom.

Also, I can't tell from the pic, but is the white stuff like a fine webbing? That would indicate spider mites, but the leaves don't show what looks like spider mite damage to me.

Have you applied any sprays? Diatomaceous earth? Could it be residue from something like that?
 
Yeah it comes off when I rub around it, it doesn't look like spider webbing, just tiny white dots.
I did spray neem oil a few weeks ago for fungus gnats, but I'm positive they're gone and shouldn't be any larvae because I flushed the soil with neem oil mix as well.
Also, transplanted soon afterward

Is it all over on all leaves, or on select few? Top leaves, bottom leaves, or mix?

Is it possible that it could be from some kind of dust that got kicked up or powder? Do you have a magnifier that you can use to inspect more closely?

Can you take closeup macro shots? If your camera app doesn't do that, I use a free app for android called Magnifier & Microscope [Cozy].

What kind of grow media are you in? What are your nutes and feed/water sched?

I have not seen this exact thing before. I'm just spitting out ideas that come to mind.

I don't think so cause I brushed the leaves off pretty good after the transplant but maybe.

At the bottom is 1/3 of brut super soil and the rest is topped with the next gardener grower mix in 3 gal fabric pot. I water every 3 days

These are best shots I could get.

You need a loupe or microscope to actually see what's up. Some of those bastards are tiny as fuck.

I haven't seen that exact issue on any of my grows. I've had bug problems and mikdew problems before, but nothing that looks exactly like what yours looks like.

This is the microscope I use. It's very handy to have. My profile pic is taken with this.
