This is my first time growing and this is day 60 since it has been planted no buds and the leaves just went down and these little sacs formed over night. I need help any tips ?

Appears to be a male. And for 60 days that is very, very small and stretched out. You need stronger lights.
This plant is 60 days from seed. LOTS of high stress training and still much more growth than you have.
