First time, small area, CFLs, one plant

This may be an immature thread but i figure it would take way less time this way, i simply want to know the quickest way to grow ONE decent plant in a small area from bag seed.

The area is about 4 feet by 3 feet and about 4 feet tall (it probably slopes down to about 3)

I want to use CFL's, just regular CFL bulbs, not 1, 2, 3, 4 footlongs or anything because it will be more of a hassle.

What soil do you recommend?
How many lights and what wattage?
How big should the pot be?

1. I already have a light timer, and electrical plugs aren't a problem.
2. I'm going to use simple light fixture(s) that just hang upside down from the ceiling (I'll be able to raise and lower them)
3. Not sure if it matters, but smell isn't a problem either.

I want it to be low budget, I'm not trying to get superb bud, just good enough for me.. thanks for any and all help and sorry if this is a nuisance or is in the wrong area.

No one is just going to tell you all of what you need to know. Read as much as you can and try and figure most of it out for yourself. There are so many resources out there for you to read up on.
