Flourescent Miniature plant?

I am growing with four 40watt flourescent bulbs, two are warm red and two are full spectrum. After a month my plant is about 8 inches, with about 8 five point leaves, which measure an average of about 3 inches long, which seems a bit small to me. Shouldnt I have more upward growth and larger leaves after a month? It seems to me that the plant is like a miniature marijuana plant, that its growing proportionally smaller to make up for the lighting?

With those type lights, I think you can all-but have the tops touching the lamps, except maybe at the ends, where they may be hot.
This plant (pic) was grown entirely under plain old 40 watt, cool white, shoplights. It was about 11" tall, 3' across.
Buds, of course, were airy, but real good.
It was a re-veg so I could capture the strain. Got her.

Yes. It's 42 days in flower in that pic . . . I think I got 100 gms dry.
I think I harvested it at 50, then again at 60 days. The canopy was 8" thick and fit nicely up against those fluro's.

It's taking 7-8 weeks under 600W hps.
