Flowering any time of year?

I've been talking to a friend about our grows and he keeps mentioning that he is going to harvest throughout the year on an outdoor grow. He is claiming that he can take any clone that has been under 24 light, throw it outside, and it will be ready to harvest in about a month.
Is this true?
Being the noob I am I have no idea, but something doesn't seem right.
I'd be more than happy to find out otherwise and apologize for not doing more research before coming to ask you.

Your friend is either a jack ass or a liar. No pot plant will flower to finish that fast. The plants might have some bud on it at that point but not really potent at all.

Only if they're auto. Otherwise they wont bud until the days get shorter. This is why indoor growers use 18 hrs of light on and 6 hrs off to keep the plant growing to whatever size you want them. When they're the right size and whatever training is done they switch the lights to 12 on/12 off. This is how they start to bud.Outdoors in the northern hemisphere they'll start to bud around sept.
