Flowering time?

i know the plants get 2 to 3 times taller when you switch the lighting and that is how most suggest you decide when to flower, but my plants aren't getting taller. they are just turning into bushes (at least two of them are). I just want to show some pictures and see if anyone has any suggestions, mainly about when to flower, but any input is appreciated.
