You can use CFLs, get daylight (6500K) lights. And get them based on actual wattage, not equivalent.

Yes you can use t5,t8,t12 cfls to veg.You really dont need much to veg but if you are doing a large number of plants then you might want to add more at least half of what you plan on using to flower.
