Friends seedlings fucked , what’s wrong ?

Need a lot more info. Lights? Distance? Planting medium? Airflow? Why isn't the cup full? Watering? Temperature? Relative humidity?
 
Be sure there is drainage from the cup, fill the cup, be sure of air circulation and as @Budzbuddha said a big helping of L.I.T.F.A.
Also how cold is "cooler"?

20 day old stunted seedlings ??

These seedlings are both close to 19 days of life since sprouting. It’s hard not to compare their growth progress to some of the other explosive grows I’ve seen with the same strain. It’s tangerine dream autoflower from growers choice. I’ve tried recently keeping them in a humidity done. Close...
