Only way I do it. About 2"-3" of un-ph'd tap water in a cup, covered, on top of a 1000w air cooled hps hood to keep it warm (about 80F water temp I'd guess from the feel.). Normally in its pot within 24-48 hrs. 100% success rate on 23 seeds so far this way. Nice and easy.

I have also had good luck with this method. I use shot glasses though and my sprouting led is enough to warm the room to 75-80 degrees.
