Germinated Seeds Straight Into Potting Soil?

Hey so I'm germinating some seeds for an outdoor grow right now, but I'm wondering if I can just put them straight into party cups that have Fox Farm Ocean Forest Potting Soil in them and then after they've grown enough in there, transplant them to 7 gallon buckets filled with the Ocean Forest soil?

Does this sound ok?
